India crossed 2.23 lakh DPIIT-recognised startups by March 2026, with more than 51% now emerging from Tier-2 and Tier-3 cities rather than the traditional metros. Chhattisgarh is firmly part of this shift. The state has moved from a base of roughly 60 recognised startups in 2017 to 362 by the end of 2023, and the curve has only steepened since the launch of the new Industrial Development Policy 2024-30.


Raipur sits at the centre of that growth. The city's startup ecosystem now ranks 28th in India and 681st globally, according to StartupBlink, with breakout names like RAS Luxury Oils, ZOFF, and GimBooks already attracting national attention and capital.


The ₹32,225 Crore Signal

The clearest indicator of Raipur's trajectory came on December 4, 2024, when the Chhattisgarh government issued "Intent to Invest" letters worth ₹32,225 crore at a single stakeholder workshop in Naya Raipur. The commitments span IT, AI, data centres, ethanol, electronics, and compressed bio-gas, and include marquee names like RackBank Datacenter and Reliance Bio Energy.


Naya Raipur, spread across 237 sq km, is being positioned as the next IT, education, and health hub of central India. The state is offering plug-and-play infrastructure at concessional rates and has already onboarded its first Hyderabad-based IT company employing over 1,500 youth in the central business district. Two more IT firms are expected to follow shortly.

The new policy offers stamp duty exemptions, electricity duty waivers, SGST reimbursements, and 100% land premium exemption in industrial areas allotted by CSIDC.
